The dominant uncertainties on neutrino oscillation parameters are changing from statistical to systematic errors. One of the largest
of these uncertainties is associated with our poor knowledge of low-energy neutrino nucleus scattering physics. The importance of
precise scattering physics results in determining oscillation parameters will be demonstrated and an experiment at Fermilab
designed to precisely measure neutrino nucleus interactions will be presented.
